CITY OF MALOLOS, Bulacan — The 1st female provincial director in this province officially took her seat on Monday after a turn over of command at the Bulacan Police Provincial Office in Camp Alejo Santos in this city.

P/Col. Emma Libunao replaces P/Col. Chito Bersaluna, who served 1 year and six months as provincial director of BulPPO.

Libunao on her speech vowed to continue the programs of Bersaluna, especially with their campaign against illegal drugs.

“But I am going to add in my campaign against illegal drugs a soft power, meaning I always insist participation of every community in barangay,” she added.

She affirmed that the whole force of Bulacan PNP under her leadership, with the help and support of the community and, will continue its relentless effort in the implementation of the intensified campaign against illegal drugs, terrorism, and will curb all forms of criminality to maintain the peace and order in the whole province of Bulacan.

“But don’t expect that my campaign against illegal drugs is less-bloody,” Libunao noted.

Further, Libunao emphasized that she will undertake a tough approach in anti-criminality programs yet at the same time fortify PNP and community partnership to ensure people’s participation and cooperation.

“Her assumption is part of history, as “she” is the first-ever woman Provincial Director of Bul PPO,” a close friend of Libunao, Atty Juvic Degala said.

In a message during the ceremony, Bersaluna thanked all those who helped him in his short stint as Provincial Director.

Libunao was previously assigned as the Chief of Police in towns of Balagtas, San Ildefonso and City of Malolos, Bulacan. Prior to her assumption as a new top cop of Bulacan, she was assigned at the Directorate for Police Community Relations at the National Headquarters.

In an interview with local media, Libunao said she will first review the assignments of different police stations in the province and check if there is a need to reshuffle.
