THE Department of Public Works and Highways (DPWH) reminded the public that drying of palay and other agricultural products along national highways is punishable by law.
The DPWH-Western Visayas said in an advisory on Tuesday that the ban aims to protect motorists from untoward incidents.
DPWH Department Orders No. 41 s. 2013, No. 52 s. 2003, and Presidential Decree No. 17 were cited as bases for prohibiting the drying of farm produce on public roads.
Section 23 of P.D. No. 17 or the Revised Philippine Highway Act states that “It shall be unlawful for any person to usurp any portion of a right-of-way, to convert any part of any public highways, bridge, wharf or trail to his own private use or to obstruct the same in any manner.”
Violators may be fined of not more than P1,000 or imprisonment not exceeding six months, according to the DPWH.
